CEFS Talk: Empowering Communities with Solar Energy in Romania: A New Financing Model
In our latest interview, we explore an innovative Community Energy Financing Scheme (CEFS) designed to make solar power more accessible for larger residential buildings and public institutions in Romania. Camelia Sava, Project Manager at Cooperativa de Energie explains how this model enables homeowners’ associations to own and benefit from PV installations while repaying the cost in installments.
Could you outline the key details of your CEFS?
We have developed a model designed specifically for larger residential buildings with multiple residents. Our approach involves installing photovoltaic (PV) panels on the rooftops, with the homeowners' associations assuming ownership of the installation from the outset. This means they will benefit directly from self-consumption of the generated energy while gradually reimbursing us through installment payments.
How is the fund structured? Who are the key players involved?
Our primary focus is on public buildings such as kindergartens, high schools, and hospitals. The key stakeholders in our model include:
- Cooperative members – They act as lenders, providing financial support to the cooperative in return for a small interest on their loans.
- Installers – Responsible for the actual installation and technical setup of the PV systems.
- Beneficiaries – These are the residents of the buildings, as well as institutions like schools and kindergartens that benefit from the energy produced.
- Financial institutions (potentially) – They may play a role in supporting or scaling the initiative in the future.
How many communities have benefited from the CEFS so far?
As of now, none have been implemented, but we are optimistic about the rapid scalability of this model.
What financial format do your members use when investing?
Our members have shown interest in two primary forms of investment. Some prefer to invest in shares, while others opt to provide loans with the expectation of repayment along with interest. This flexibility allows us to attract a diverse group of supporters.
What is the ultimate goal of the fund?
Many municipalities own significant assets, and we believe that once they see the success of this model, they will be more inclined to adopt it themselves. Our vision is to create a widespread network of solar installations, capitalizing on our country's abundant sunshine. The affordability of PV technology makes it an ideal solution, and the more installations we establish, the greater the collective benefit.
